Disability
If you have a disability, the municipality can offer various forms of support and services based on your needs. Support is also available for those with temporary disabilities and for relatives. There are laws that give you the right to receive support and services.
The Act concerning Support and Service for Persons with Certain Functional Impairments (LSS)
LSS is a law that grants individuals with significant and long-term disabilities the right to ten different support measures. Support may also be provided under the Social Services Act (SoL).
Applying for LSS Support
To be granted support under LSS, you must belong to one of the three legal categories defined by the law:
- Individuals with intellectual disabilities and individuals with autism or autism-like conditions.
- Individuals with considerable and lasting cognitive impairments resulting from a brain injury acquired in adulthood due to external violence or physical illness.
- Individuals with other permanent physical or mental disabilities, not due to normal aging, which cause significant difficulties in daily life and require extensive support and service.
Applications can be made by the individual, a legal guardian, trustee, or custodian. A case officer will provide guidance and information about the application process and available support.

Needs Assessment
A case officer will conduct an assessment to determine the level of need. Sometimes, additional information is required, such as statements from doctors, psychologists, or professionals who have conducted prior assessments.
If Support is Granted
If the applicant belongs to a qualifying group under the law, has a need for the requested support, and the need is not otherwise met, the support can be approved.
If the Application is Denied
If support is not granted, a written decision will be issued with the reason for the denial. This can also apply to parts of the application if the requested support exceeds what is permitted by law.
Grounds for rejection may include:
- The need is already met in another way
- The requested support exceeds what is covered by the law
Appealing a Decision
A denial decision can be appealed to the Administrative Court (Förvaltningsrätten). Instructions on how to appeal are provided with the decision letter.
Implementation of Support
Once a decision is made, the support measures can begin.
Processing Time
Processing time refers to the period from when the application is submitted until a decision is made. The case must be handled as promptly as possible.
Review of Decisions
If the individual’s needs change, the decision can be reviewed. This may result in adjustments to the support provided. Even if there are no changes, decisions are generally reviewed once a year.
Costs and Fees under LSS
LSS services are in principle free of charge. However, reasonable fees may apply for housing, meals, leisure activities, and cultural participation. These fees cannot exceed the municipality’s actual costs and must allow the individual to retain enough money for personal needs.
The municipality may charge individuals receiving full old-age pension, full sickness compensation, or full activity compensation, or with equivalent income. Parents of children under 18 receiving care in a home other than their own may be required to contribute to the municipality’s costs. According to the Swedish Parental Code and §20 of LSS, parents are financially responsible for their children until they turn 18, or up to age 21 if still in school. Homes other than the child’s own include foster homes, special housing for children and youth, and short-term accommodations.
